EU Begins Mission in Georgia
Summary
European Union observers have begun patrolling Georgian territory to observe a ceasefire between Georgian and Russian forces under a French-brokered peace deal. Under the terms of the EU peace deal, Moscow pledged to withdraw its troops from territories outside of South Ossetia and Abkhazia within ten days of the EU observer mission being deployed. However, officials in Moscow have stated that the EU mission should not enter a Russian-controlled buffer zone and some observers were turned back by Russian troops for security reasons. Yet, Russian President Dmitry Medvedev said that Russia would abide by its pledge and that “Russian peacekeepers would be withdrawn from Georgia within the agreed dates.”
Analysis
The EU is striving for cooperation between Russia and Georgia. As an intergovernmental organization, the EU depends on the agreement between these state actors. It is imperative that Russia cooperates with the French-brokered peace deal in order to stabilize relations between Russia and Georgia. Through the peace deal, both Russia and Georgia are demonstrating the concept of collective security in hopes of providing security to both states by settling the dispute between the two states peacefully. In addition, although the tensions between Russia and Georgia may still exist, especially in these early stages of cooperation, by implementing a peace deal with the help of the EU, Russia and Georgia may be able to foster and develop habits of cooperation and diplomacy despite the differences they may have.
In many situations, according to the liberal perspective, international organizations, both nongovernmental and intergovernmental, are the most important facts in determining outcomes. As can be observed through the efforts of the European Union in regards to the terms of the EU peace deal between Russia and Georgia, they have followed the path dependence ideal, in which they have provided a platform where proposals can be initiated. Moreover, through repeated interactions between Georgia and Russia that may come about in the future, both states may be able to change their perceptions through better information with the help of the EU.
