The Failing Middle East Quartet

Summary |
The Middle East Quartet which was created in 2007 at the Annapolis conference in an attempt to finally bring peace to Israeli-Palestinian conflict is said to be “failing” in its mission. The Quartet which is made up of the US, the EU, Russia, and the UN, has been warned by aid agencies that “the peace process would fall apart unless (they) made swift and dramatic progress towards its goals.” Progress has not been made due to a “vacuum in leadership.”

Analysis |
The on-going violence and conflict between Israel and Palestine has been a long-time focus of the international community. The effort to bring stability and peace to this region of unrest through diplomacy and cooperation of states and institutions has failed to bring real solutions to territory and resource conflicts, in addition to the ideological tensions which persist. The rhetoric of cooperation and dedication to peace has not been supplemented with the needed action, involvement, and negotiation which will bring about real policy solutions. The membership in the Quartet is meaningless and peace conferences will continue to fail without institutions which are effective and productive based on their willingness to cooperate, communicate and invest in these shared goals.
This external involvement suggests that this conflict has an impact on the broad international community due to the interdependence that is shared between this region and the rest of the world. The aims of this diplomacy and these negotiations to bring stability and peace to this region will also have an impact on other states and non-state actors in the region and their international relations because this conflict is one source of current hostility. The tense relations and interaction between the Arab world and the West will change with a settlement. Therefore the US, the UN, the EU, and Russia all have a stake in this conflict and it is in their interest to work for a solution between Israel and Palestine. The fact that this conflict is occurring in this oil-rich region cannot be ignored. There are economic factors which are deeply connected to these relations not only between Israel and Palestine, but also between the West and the Middle East at large. In addition to the US being a state reliant on the Middle East’s oil, the Iraq war and hostile relationships would be improved if the US was an integral part to being about a Palestinian state and peace to the region. These improvements could lead to further interaction, including trade and bring prosperity and perhaps eventually democracy to the region. This conflict has global impacts and the success or failure of international efforts to end it will also affect the global community and individual states. | |
