Russian Prime Minister Vladimir Putin met with Venezuelan President Hugo Chavez to discuss increased oil trade between Russia and Venezuela and increased military cooperation between the two countries. Russia has decided to loan Venezuela one billion dollars as a part of this increased cooperation.

Analysis |
This increased cooperation between Russia and Venezuela is largely an attempt to balance power and to increase security for each of these countries. In light of the recent conflict with Georgia, tensions between Russia and the United States have grown. As a result of this tension, Russia is seeking to increase security through cooperation with Venezuela. Military cooperation means more military power, influence and control.
Likewise, increased cooperation in trade, particularly with oil, means more economic power globally. With increased military and economic strength Russia gains more power, control and security. Similarly, the location of Venezuela in proximity to the United States also provides more power and security for Russia. This is because Russia now has support from a power in the region. This cooperation is likewise an attempt to more evenly balance power and control between Russia and the United States | |
