Rice Warns Russia of Isolationism
Summary
In a speech delivered to the German Marshall Fund in Washington, US Secretary of State Condoleezza Rice has warned Russian leaders that their choices “are putting Russia on a one-way path to self-imposed isolation and international irrelevance.” Amidst pressure from Washington and protests from the international community, Russian President Dmitri Medvedev signed treaties with separatist regions South Ossetia and Abkhazia, both territories of Georgia. These treaties guarantee protection in the event of another attack and will allow Russia to build military bases and deploy additional troops to the regions.
Analysis
Secretary of State Condoleezza Rice’s statement underscores the worsening relations between the US and Russia. Despite harsh condemnation of its actions in Georgia by Washington and its European allies, Russia seems intent on establishing military strong points within the breakaway territories of South Ossetia and Abkhazia in order to gain control of both regions. While Russia claims the purpose of the treaties is to provide security to the regions and avoid further catastrophe, it appears to be a move to slowly absorb the two regions into Russian territory and possibly remove Georgian President Mikhail Saakashvili from power--fears which many Washington officials hold.
Despite its frustration with Russia’s actions, the US seems reluctant to risk further deterioration of its relations with the ex-Soviet state. Washington finds Moscow’s cooperation to be vital in regional security issues such as Iran’s nuclear ambitions and the dismantling of North Korea’s nuclear program. Nevertheless, Russia’s assertiveness within the region has left leaders in Washington worried over the control of the US-back oil pipeline that crosses through Georgia. This pipeline has allowed the West to reduce its reliance on oil from the Middle East. Its fate will affect oil prices around the world, and Russian control poses a great security threat to the United States and Europe. Thus far throughout the conflict, oil prices have been steadily declining due to decreased demand, but it remains to be seen what effect Russian control of the breakaway regions will have on oil prices and the US economy.
