The President of China, Hu Jintao ended his three-year hiatus in Latin America this week, making an appearance in Lima, Cuba, and Costa Rica. The visit has illustrated China’s deep interest in creating commerce between the two regions. President Hu was quoted asserting, “that he expects $100bn of Chinese investment in Latin America in the following ten years.” However the Chinese government discerned that the $100bn was not intended to be in an investment but rather an estimate of bilateral trade between the two partners. This proposal depicts a significant increase in trade relations.

Analysis |
China’s effort to establish a new partnership in Latin America denotes a significant indicator of both regions economic aspirations for the future. China is buying in steadily increasing amounts more Latin American commodities such as oil, minerals and soy. China’s growing economy and exorbitant population serves as an important incentive to make a long term trade agreement.
Trade relations have certainly boomed for some Latin American countries since the last Hu Jintao visit. For two of the three Latin American members of APEC, Peru and Chile, China has become a crucial trading partner. All the states involved in the agreement have taken a Liberal approach toward managing the financial crisis and global recession that is ensuing. Peru’s as a state saw an opportune moment to deepen trade relations with a growing economic power in China in an effort to survive the recession.
In regards to President Hu’s visit to Cuba, his meeting with Raul Castro was solely a discussion about trade than “cocking a snook at the US". Despite the unease about China’s close relations with Cuba and Venezuela, President Jintao confirmed that, “it does not want to be drawn into any tension between President Hugo Chavez and the US government". Diplomacy and loyalty to its foreign allies, appears to be one of China’s concerns in talks with Latin American states. However the issues with the financial status of the global economy is apparent and compelling. Thus the reasons behind the ambitious talks of trade and commerce with Latin America have grown more plausible.
