Summary
While in Peru on November 20, 2008, Chinese president Hu Jintao stated his intentions to strengthen political and economic ties between China and Latin America. He noted the already increased trade between China and Latin America over the past several years, and stressed the mutual economic and political benefits of strengthened alliances. Hu Jintao also plans to visit Cuba and Costa Rica in the coming days.
Analysis
Hu Jintao’s rhetoric in Peru espoused the liberal perspective as he emphasized the numerous mutual benefits and shared development China and Latin America would receive as a result of their strategic cooperation. Jintao stressed mutual investment in infrastructure, manufacturing, energy, agriculture, and new technologies to aid both countries on an economic level. He provided the economic stability of Peru, whose second largest trading partner is China, as an example of the advantages of increased positive interactions between Latin America and China.
Hu Jintao also sang the praises of perfecting bilateral and multilateral political dialogue between China and Latin America in order to foster positive relations. However, China’s attempt to seal alliances in Latin America reflects an ulterior motive---its desire to gain a stronger foothold in the western hemisphere since the United States holds the most influence in the region and Russia is currently increasing its clout with Venezuela.
