Rwanda Expels German Ambassador
Summary
Rwanda decided to expel Germany’s envoys and has recalled its own ambassador amid a rough conflict over one a detained presidential aide. The detainee is Rose Kabyue and she has been detained in Frankfurt since Sunday in connection with a killing that allegedly was the catalyst for the 1994 genocide. Kabuye’s involvement as one of the nine senior officials connected to the shooting of former President Juvenal Habyarimana’s plane. Rwanda’s Foreign Minister, Rosemary Museminali asserted that the German envoy would not be welcome in Rwanda until the arrest of protocol chief Kabuye was resolved.
Analysis
Rwanda’s taking action to replace the German ambassador was not intended to be a complete cut from diplomatic ties with Germany. Foreign Minister, Museminali contended that it was not a permanent tact but rather an act to help ensure that the matter was resolved. Rwanda has asked that the German ambassador not return until the issue was settled, as President Paul Kagame of Rwanda denounced the arrest of Ms. Kabuye as a violation of Rwandan sovereignty. Thus this act was a realist approach to rectify the matter as a means to solidify Rwanda’s independent power as a state.
Despite their claim that the arrest would not affect international ties, it has as the dismay over the Ms. Kabuye’s arrest has resulted in a break with Germany. German authorities because of a warrant by a French judge arrested Ms. Kabuye. The African Union expressed that because Kabuye’s visit was made on official business she should have been granted diplomatic immunity. Rwanda as a state has made it explicit their distress and by using political force or power has attempted to retaliate. Rwanda has made it evident that the securities of their border, and citizens have been breached.
The matter may escalate as President Kagame claims that he “has long accused France of complicity in the genocide by arming Hutu militias". The conflict has called for Rwanda to act diplomatically in order to manage this grim altercation. The arrest warrants on the senior officials have led to an immediate break in political relations between Paris and Kigali.
