Analysis
President Paul Kagame’s outrage at the actions of a French court shows his concern for his state’s sovereignty. As he stated, if a low-level French judge can issue a warrant for the arrest of a high-level Rwandan official, then inequality exists between states that undermines his state’s sovereignty. France, according to Kagame, should not have jurisdiction over other states merely because of its status as a powerful state. This situation highlights the inequalities in interstate interactions, which still give more power to the former colonial powers than to young, weak African states.
While Kagame’s observation of international politics is accurate, his position in the system limits his ability to rectify it. Because a state of anarchy exists, states do not answer to a high power that can reinstitute balance. Therefore states, which are rational actors, will continue to behave in a way that promotes their own interests. France arrested Rwandan leaders because it can, because Rwanda cannot stop it, and because this action benefits France. Rwanda will act in its own interest by trying to assert its sovereignty, but because of its lack of international power may have little success.
This tense situation between France and Rwanda shows the limited power of small African nations and the anarchy that prevails in the current state system. Despite the efforts of Kagame and Rwandan citizens, the lack of power of their state will inhibit their ability to assert the sovereignty of the Rwandan state.
