Montenegro and Macedonia Recognize Kosovo’s Independence
Summary
On October 9, 2008, Montenegro and Macedonia officially recognized Kosovo as independent after a unanimous vote by Montenegro’s cabinet and a majority vote in Macedonia’s parliament. This action is causing tension between Montenegro and Macedonia and Serbia because Serbia won a vote to address the issue of Kosovo’s independence before the International Court of Justice the day before. With recognition from two neighbors of Kosovo, Serbia’s case against Kosovo’s independence will be weakened. Montenegro and Macedonia are meanwhile trying to become members of the European Union, and the recognition of Kosovo may be an attempt to appeal to the EU.
Analysis
As Serbian neighbors with good relations with Serbia, Montenegro and Macedonia’s recognition of Kosovo’™s independence has already begun to weaken diplomatic relations between Serbia and Montenegro and Macedonia. Serbia claims that the recognitions were akin to being stabbed in the back. More proof that relations are already deteriorating comes from Vuk Jeremic, the Serbian Minister of the Exterior, who said that hospitality will no longer be extended to the Montenegrin ambassador to Belgrade.
Interdependence among these Eastern European nations is also at risk. Serbian politicians from opposition parties stated that Serbia should enact sanctions against Montenegro as a punishment for allowing relations to deteriorate. Serbia is particularly upset with Montenegro for taking sides with Kosovo since Serbia and Montenegro were formerly united. Decreased diplomatic and trade relations among these Eastern European countries and the pending decision of the United Nations on Kosovo’s independence may lead to conflict in the future. By seeking to join in diplomacy with Europe, Macedonia and Montenegro are risking stable relations with their immediate neighbors.
