Yushchenko Calls for a New Parliament
Summary
The President of Ukraine, Viktor Yushchenko, declared that the Ukrainian Parliament will be dismissed and will be replaced when elections are held on December 7. This declaration also entails earlier presidential elections. This is in response to Yulia Tymoshenko, the Prime Minister of Ukraine, trying to take away power from Yushchenko by passing bills along with the pro-Russian opposition groups, the Communist Party, and the Regions Party. When she did this, Yushchenko’s party left the pro-West coalition, which led to its collapse. When the new Parliament is elected, they will appoint a new government to replace of one of Tymoshenko.
Analysis
The two actors in this situation are Viktor Yushchenko and Yulia Tymoshenko. Tymoshenko had the idea of aligning with the pro-Russian opposition groups, the Communist Party, and the Regions Party to obstruct the power of Yushchenko. When Yushchenko heard word of Tymoshenko’s actions, he retaliated by dropping his party from the pro-West coalition. This coalition could have secured Tymoshenko’s position as Prime Minister.
Tymoshenko was given the possibility of keeping her power in government, if she was able to create a new coalition that Yushchenko approved. She only had 30 days to create the new coalition after Yushchenko pulled his party from the old coalition. The two leaders of Ukraine conversed Wednesday to set new conditions for the pro-West coalition, but negotiations fell through. Yushchenko is calling for parliamentary elections on December 7. Once this Parliament is set in place, they will appoint a new government, which will take the place of Tymoshenko’s government. Now, Tymoshenko is in fear of losing her Prime Minister position and losing the possibility of being the Ukraine’s future president. She had thoughts of running against Yushchenko in the upcoming presidential elections. Now that she will be dismissed as Prime Minister of Ukraine, she is almost guaranteed to lose the presidential election if she runs.
Yushchenko spoke of Tymoshenko in his speech on Wednesday, “I am deeply convinced that it was human ambition that destroyed the democratic coalition, one person’s ambition, lust for power, differences in values and putting personal interests ahead of national ones.” Yushchenko believes that Tymoshenko’s values are corrupted because of her power hungry nature. He finds her unsuitable to be the Prime Minister of Ukraine because she is focused on personal gain and not national gain. The increased self-interest of Tymoshenko has forced the President of Ukraine to thwart her power. As the President of Ukraine, Yushchenko puts his country first and foremost, and he needs people in his government that think the same.
